Basingstoke and Deane Borough Council is looking for a business partner to help speed up the transformation of the town centre and the Basing View business district in Hampshire. This plan follows an agreement made on 9 December 2025 to use a new investment model that allows for more flexible and faster development than traditional council methods.
The council is setting up a special commercial partnership that shares risks and rewards with a private investor. This setup is designed to give the local authority more control while making it easier to work with multiple developers on different projects at the same time.
Cllr Onnalee Cubitt, the cabinet member for major projects and regeneration, stated the goal is to find a high-quality partner to deliver on long-standing promises made to residents. The plans focus on using high-quality designs for new homes, offices, and leisure spaces to make the town more attractive to investors and visitors.
Council leader Cllr Paul Harvey said the council will maintain oversight and stay accountable as the project moves forward. The local authority aims to have the new partnership officially started by September 2026.
These plans build on a masterplan created in 2022 by the design firm Allies and Morrison. The overall goal is to modernize Basingstoke by creating a mix of spaces for living and working rather than relying solely on traditional high street shops.
