The tougher approach follows a trial in December 2025, when five vehicles with significant unpaid PCNs were removed. Under the rules, once a PCN is issued, the council can tow the vehicle and use it to negotiate payment of the debt. Owners must pay a tow away fee, the original penalty, and a debt contribution before getting the vehicle back. Drivers with outstanding fines are urged to contact the council to discuss payment options before their vehicles reach the removal threshold.
