Torbay Council is asking people in Torquay, Devon, for their views on a plan to expand the 20mph speed limit across more of the town centre. The proposal would extend the existing 20mph zone at The Strand harbourside to include Fleet Street, Pimlico and much of the main shopping area to improve safety for pedestrians and shoppers.
If the plan is approved, the new limit would be mandatory and in force at all times. The council says the lower speed would give drivers more time to react and help reduce noise and exhaust emissions. Cllr Adam Billings, Cabinet Member for Pride in Place and Parking, said the aim is to link the existing 20mph limit on The Strand with Torquay’s main shopping district.
The council’s highways partner, SWISCo, would manage the technical assessment and deliver elements of the scheme such as signage and road markings if the project proceeds. The proposal follows earlier 20mph measures introduced in recent years around schools and in residential areas, including schemes around Torquay Academy and the Queensway residential area.
Local residents and business owners have until midnight on Sunday 8 February 2026 to submit feedback on the proposal through the council’s official consultation. The council says the measure would help create a safer, more inviting environment for people visiting the town centre; local reporting by Torbay Today has covered the consultation.
