Four Men Jailed After Police Close Portsmouth Cannabis Farms

Four men have been sent to prison for a total of three years and five months after police shut down two illegal cannabis farms in Portsmouth, Hampshire. The sentencing at Portsmouth Crown Court on 30 January 2026 followed an investigation that seized drugs from two properties with an estimated street value of up to £75,600.

As reported by The News, officers executed a warrant at a property on North End Avenue on 30 October 2025. Two men were arrested inside and two more were detained in a vehicle believed to be associated with the address. A follow-up search at a house on Manners Road uncovered more than 100 cannabis plants.

Flamur Topali, 53, was sentenced to 12 months’ imprisonment; Kutjim Haxhiaj, 33, received 12 months; Xhoi Cela, 31, was jailed for nine months; and Jurgen Vani, 27, was sentenced to eight months.

Detective Constable Rebecca Deacon of the Portsmouth District Investigations team said: “We will not tolerate drug offences of any kind in Portsmouth and we are dedicated to finding and eradicating cannabis factories in the city.” She added: “Anyone found to be involved in drug offences, including cannabis growth, will be prosecuted accordingly and will face justice for their actions.” The court also ordered the forfeiture and destruction of the drugs and paraphernalia found, including growing equipment such as specialist lighting and fans.
