Bolton Council Gives 94 Laptops to Help Residents Get Online

Bolton Council has donated 94 laptops to local social enterprise Recycle-IT to be refurbished and distributed to residents across Bolton, Greater Manchester, to help more people get online. The council says the programme concluded in early February 2026, with the final batch confirmed on 5 February 2026.

The devices were targeted at low-income families, job seekers and older residents who have struggled to access the internet. Distribution was focused on wards where the council identified the need as highest, including Great Lever, Rumworth and Breightmet.

Rather than scrapping old office equipment, the council donated aging machines that were wiped and refurbished to modern security standards by Recycle-IT and partner organisations so they could be reused safely in the community.

According to council analysis and regional/ONS data, about 12% of Bolton households lacked reliable access to a computer before the scheme began — a shortfall that makes it harder for residents to complete job applications, manage benefits claims such as Universal Credit, and access housing support online.

Recipients can also access free digital support and training through local libraries, information centres and other council partner services to help them gain confidence using the devices.
