The Rochford District Council has opened a public consultation for its Regulation 18 draft Local Plan, giving residents in Rayleigh, Essex, the chance to comment on where new homes, roads and other development should go. The draft was updated on 10 February 2026 and the council says the plan will cover the district up until 2042.
The proposal suggests locations for approximately 900 new homes in Rayleigh, with a major focus on sites north of London Road. This forms part of a district-wide strategy to meet revised national planning housing requirements (roughly 11,000 homes for the district) and will replace the council’s 2011 Core Strategy and related planning documents that covered the 20112025 period.
Council officers are assessing how the proposed growth would affect traffic and essential services such as schools and hospitals. Local leaders and residents have warned that Rayleigh’s main arteries 1 including the A127 at Rayleigh Weir and the town centre 1 experience severe congestion; emergency services have reported ‘standstill’ traffic at peak times that can delay ambulances and fire crews.
The draft Local Plan packages active travel measures as part of its transport approach, including a Local Cycling and Walking Infrastructure Plan (LCWIP) intended to increase walking and cycling and reduce car use in town centres. Options for walking, cycling and other transport interventions are being tested for their environmental and network impacts before councillors decide on the draft plan.
The council has published the full Infrastructure Delivery Plan (supporting evidence) and other background documents online, and is inviting comments via its consultation portal until 24 March 2026. There are also in-person drop-in sessions: for Rayleigh the council lists a session at the Mill Arts & Events Centre (SS6 7ED) on 19 February, 1pm5pm, and further exhibitions across the district in late February and early March. The council is targeting adoption of the new Local Plan in late 2027 following examination.
