Basingstoke Man Fined After Ignoring Rubbish Investigation

A Basingstoke man has been ordered to pay more than £1,500 after he refused to help council officers investigate rubbish dumped on a residential street in Hampshire. Sam Millington appeared at Basingstoke Magistrates’ Court on 20 February 2026 where he admitted to failing to cooperate with a fly-tipping investigation.

The case began after a pram frame, cardboard boxes, and household waste were found hidden behind utility cupboards and a road sign on Longmoor Road on 24 March 2025. According to Basingstoke and Deane Borough Council, the resident ignored several letters and did not attend a formal interview after evidence was found linking him to the waste.

The court ordered the resident to pay a £550 fine, a £220 victim surcharge, and £794 to cover the council’s legal costs, totaling £1,564. Councillor Laura James said that a lack of cooperation from residents only serves to increase the financial penalties they face once a case reaches the court system.

Local officials are taking a firmer approach to illegal dumping after the borough saw a 20 per cent increase in incidents in the year leading up to April 2025. This legal action serves as a reminder to residents that they are responsible for how their household waste is disposed of.
