Basildon and Thurrock to Form New Council from 2028

Basildon will see its current local government replaced by a new authority in April 2028 as part of a major shake-up of services across Essex. Communities Secretary Steve Reed announced on 25 March 2026 that the 15 councils currently serving the county will be abolished and replaced by five single authorities that will each manage all local tasks.

Under the new plans, Basildon Council and Thurrock Council will merge to form the South West Essex Council, serving around 363,600 residents. Preliminary elections for this new body are expected to take place in May 2027, with the government set to pass the necessary laws later in 2026.

Council Leader Gavin Callaghan welcomed the decision as a fresh start for the area, stating it would bring key services like social care, highways, and education under unified local control. He also noted that the national government has agreed to provide 200 million pounds in debt relief to help manage historic financial issues in Thurrock, ensuring Basildon taxpayers do not pay for past failures.

However, the Leader of the Opposition in Basildon, Cllr Andy Barnes, warned that the merger could be disastrous for the community. He raised concerns that the combined debt of the two councils could reach nearly 2 billion pounds, which he suggested might lead to unclear impacts on local services and taxes.

Essex County Council has also expressed opposition, stating it will look at legal options to challenge the decision. Council Leader Kevin Bentley suggested that it could take up to 50 years to pay back the costs associated with reorganising the council structure.
