Basingstoke Local Plan update timeline stretches to Winter 2027 adoption

Basingstoke and Deane Borough Council has set out the remaining milestones for its Local Plan Update, with the finished document expected to be formally adopted in Winter 2027. The timetable shows the Submission Draft Local Plan, known as the Regulation 19 version, due to be published in Summer 2026 ahead of a six-week public consultation.

Comments made during that consultation must focus only on whether the plan is legally compliant and sound. Following the consultation, the plan is due to be handed to the Secretary of State in Winter 2026, which marks the start of a public examination. An independent planning inspector will then assess the document in Spring 2027 through a series of public hearings, with recommendations anticipated in Autumn 2027 before the council formally adopts the plan in Winter 2027.

Alongside the Local Plan process, the council will also consult on updates to its Community Infrastructure Levy charging schedule. A draft version is expected to be published in Summer 2026, aligned with the Regulation 19 consultation, though a separate examination of the levy update would not take place until Winter 2027/28, after the Local Plan is in place. The current adopted Local Plan covering the period 2011 to 2029 was approved in May 2016. Its review was triggered by national planning policy changes and evolving local priorities. The update has already been through several rounds of public engagement, beginning with a non‑statutory Issues and Options consultation in late 2020, followed by two statutory Regulation 18 consultations in early 2024 and across the turn of 2025/26.
