Great Lever Fly-Tipping Falls After Bolton Council Crackdown

Fly-tipping in Great Lever has dropped sharply after Bolton Council targeted the ward with enforcement action, CCTV and community clean-ups between April and June. The environmental enforcement team issued Fixed Penalty Notices and warning letters as part of the crackdown, and long-neglected dumping sites have now been cleared.

Cllr Robert Morrisey, the council’s Executive Cabinet Member for Environmental Services, said the ward showed “a clear reduction in fly-tipping in key areas, alongside significant improvements to local sites that were previously neglected.” The council installed new CCTV at persistent hotspots, and landowners at Asia Mill, Forrester Hill and Manchester Road took action after the council intervened.

The project reached beyond enforcement. Residents joined clean-up events and reported issues, helping to sustain the turnaround, particularly at Croft Lane. The council also tackled abandoned bins, flyposting and overgrown land as part of the wider push to improve the neighbourhood.

Cllr Morrisey described Great Lever as “a fantastic example of how targeted enforcement, strong partnerships and community support can make a real difference.” The work was led by the council’s environmental enforcement team alongside housing standards, neighbourhood services and local people.
