County-Wide Pavement Work Wins NEMSA Grant Approval

Pavements across every division of County Durham are set for an upgrade after Durham County Council approved a grant funding agreement with Cross Pavement Solutions. The decision, signed off by the Head of Environment on 24 June 2026 under reference NE 701, unlocks money from the North East Mayoral Strategic Authority to improve pedestrian safety and accessibility on walkways throughout the county.

The grant flows from NEMSA, the regional body that oversees transport and strategic investment across the North East. Durham County Council’s Neighbourhoods and Environment service will oversee the work. While the decision notice confirms the agreement covers all county divisions, the council has not yet released a detailed schedule of which footpaths will be treated first or when spades will hit the ground.

The council already maintains every adopted footpath in County Durham, running a year-round programme of inspections and repairs. Its crews handle everything from minor patching and surface treatment to full resurfacing and reconstruction, prioritising routes according to how heavily they are used. Prestige Walking Zones are checked every two weeks, while quieter Local Access Footways get an annual inspection. This new NEMSA-backed funding sits on top of that regular maintenance budget, giving the council extra capacity to upgrade footpaths across the county.

NEMSA itself evolved from the former North East Combined Authority and holds a widening transport brief that already includes bus grants. The council’s Funding and Programmes team worked with the regional body to secure the grant, part of a broader push to align external cash with the county’s strategic priorities. Residents who want to understand how the existing inspection system works can find details on the council’s website, where footpath categories and maintenance types are set out in full.

Pavement conditions vary considerably across the county. With the agreement now in place, attention will turn to how quickly Cross Pavement Solutions can mobilise crews and which divisions see the first wave of improvements.
