Durham County Council has proposed new rules for how social housing is given to residents in Durham, County Durham to help manage a long waiting list. Under the plan announced on February 18, 2026, most people would need to live in the county for at least two years before they can apply for a home.

The county is currently facing a significant housing shortage, with 10,000 people waiting for a property but only 3,000 homes becoming available each year. By introducing a local residency requirement, the council aims to ensure that homes go to people with strong ties to the local community.

The new policy, managed through the Durham Key Options partnership, would give higher priority to veterans, victims of domestic abuse, and people with urgent medical needs. It would also help those currently living in severely overcrowded conditions to find more suitable accommodation.

While the two-year rule would apply to most, exceptions are planned for care leavers and those who have worked in the county for at least six months. Local housing associations such as believe housing are involved in the plans, which are expected to come into effect by early 2027 if approved.

Residents have until April 15, 2026, to share their thoughts on the proposals through a public consultation before a final decision is made. The council will also hold feedback sessions to explain how these changes might affect those currently on the housing register.
