Family Assessment Centre Plan for Kirkby Faces Decision

The fate of a plan to turn a Kirkby house into a Family Assessment Centre will be decided at a council meeting next week. Knowsley Council’s Planning Committee will consider the application for 23 Yoxall Drive, Tower Hill, on Thursday, 9 July 2026, with the meeting starting at 6pm in the Council Chamber, Municipal Buildings, Huyton.

The proposal seeks permission to change the residential property into a centre accommodating up to two families. It also includes converting the existing garage into office space. Residents can follow the decision as it happens, since the full meeting will be streamed live on the council’s webcasting portal, where recordings remain available for six months. Anyone wishing to influence the outcome may attend in person and speak directly to the committee before the vote.

The site sits within the Tower Hill Action Area, a residential neighbourhood that has been guided by an adopted Supplementary Planning Document since April 2007. That framework sets out regeneration priorities for the area, where a number of similar applications have appeared before planners recently. A certificate of lawfulness was granted at 47 Yoxall Drive for use as a children’s home, while several nearby streets have seen approvals for residential extensions. Knowsley Council also continues to advance wider housing schemes in Kirkby, including a proposed 266-home development on Whitefield Drive by Your Housing Group.

Residents can argue for or against the application before the committee makes its decision. The council outlines the process on its planning participation webpage, which explains how to get involved. Comments can also be submitted.
