Luton Residents Can Have Their Say On Town Green Plan

Luton Borough Council is asking people in Luton, Bedfordshire, to share their thoughts on a draft plan to make the town carbon neutral by 2040. The public consultation on the Draft Net Zero Roadmap was launched on 2 February 2026 and sets out how the community can tackle climate change over the next 14 years.

The plan, developed by Luton Borough Council alongside environmental specialists Aether UK, focuses on cutting emissions from local housing and transport. It also looks at ways to create more green jobs to help the local economy and improve the health of residents.

A significant part of the proposal covers the future of the local airport, which is owned by the council through its company Luton Rising. The roadmap integrates the airport’s Green Controlled Growth framework, which seeks to manage noise, carbon, air quality and surface-access impacts through binding environmental limits as the airport plans for growth.

According to the Luton 2040 vision, the council’s net-zero target of 2040 is ten years earlier than the UK national net-zero target. Local leaders say the measures in the roadmap are intended to make the town fairer and healthier while protecting the environment for future generations.

The public consultation will run for six weeks. Residents can view the full documents and submit comments online; all feedback must be submitted by mid-March 2026 before the council decides on the final version of the plan.
