Southend Council Faces Questions Over Low Noise Enforcement

Residents in Southend-on-Sea, Essex, are calling for tougher action on noise disturbances after figures showed a large gap between complaints and council enforcement. Between 2023 and 2025, the Southend-on-Sea City Council received 3,323 reports regarding issues like loud music, barking dogs, and construction noise.

Despite the high volume of reports, only 86 cases led to a formal legal notice being issued to stop the disturbance during that three-year period. The Community Safety Unit, which deals with neighbour disputes and behavioural issues, handled 758 of these complaints but issued just one warning and started no legal prosecutions.

Cabinet member Martin Terry stated the council uses an “educate first” approach to resolve problems through advice and conversation before taking formal steps. While this approach aims to fix issues through communication, some residents are demanding more robust measures to protect their quality of life. The Regulatory Services Team remains responsible for most formal noise enforcement actions in the city.
