Southend-on-Sea Care Services To Get Major Overhaul In 2026

On February 18, 2026, the Essex Caring Communities Commission released a major progress update on its mission to fix delays in health and social care services for residents in Southend-on-Sea and the wider Essex area. The report introduces a “stewardship” model to drive 23 radical actions for change—first identified in 2025—to help families and unpaid carers get support faster by changing how local services work together.

The roadmap includes the creation of multi-agency triage hubs, where staff from the police, health services, and the council work together to decide how to help people quickly. It also includes the launch of a new Office of Prevention focused on early intervention, along with reforms to local transport and specialist housing for those with extra needs.

According to Essex County Council, leaders from various public services will now be assigned as “stewards” to oversee these changes directly. Councillor Beverley Egan, chair of the commission, said the group has shown that Essex has the “ambition and the collective strength” needed to create a more preventative, resilient, and community-led future.

These reforms are designed to be managed by a new Greater Essex Mayor, with the inaugural election for the role set for May 7, 2026. A final version of the full action plan will be published in May to coincide with the regional transition to the new combined authority.
