Families in Walton-on-Thames, Surrey, could see major improvements to local parks after Elmbridge Borough Council’s Cabinet unveiled a proposed £4.5 million package on 27 January 2026 to refresh ageing equipment and create more accessible play spaces for children.
The project would focus on several Walton sites, including Churchfields Recreation Ground, Elmgrove Recreation Ground and Riverside Gardens. Plans include replacing worn safety surfacing and installing inclusive equipment, and converting traditional paddling pools into modern, more sustainable splash pads — the council is considering flow‑through and other designs intended to reduce water and energy waste.
Elmbridge says the funding would come from its 2026/27 Capital Programme and the Community Infrastructure Levy (CIL) — the levy collected from developers to help pay for local infrastructure. The investment forms part of the borough’s extended Play Strategy to meet rising demand for inclusive, all‑weather play spaces.
If the proposal is approved at the Cabinet meeting in early February 2026, the council expects the first phase of work to begin in late spring 2026 and to continue through 2028, subject to final approval and procurement. The council has previously said these outdoor areas are vital for local health and community wellbeing.
Residents can read the council’s Water Play Strategy online and share feedback through the council’s consultation channels (for example, by emailing shout@elmbridge.gov.uk or using the Commonplace engagement platform). The council says the upgrades aim to provide long‑term play options that are easier and less costly to maintain than some older facilities.
